Plans for building a site

If you’re planning to start building a new site what would be your first thing to do after paying a host site for your site? I'm thinking of starting a short name for the site and then choose whether to start a blog, a forum, or a money making site. I'm not really good at this and I'm open for any suggestions on what to do first. Is it always best to choose a short name or a long name for a site?

I've been searching the web for the best hosts for a web site, but I think there are no such thing as a perfect host because even the best and popular hosts still can't guarantee that your site will be up and running 24/7. I think I’ll just choose a cheap host for my site.

I'm currently looking at Godaddy.com, some people highly recommend it. I'm still doing a little more research though for the best hosting sites and feedbacks on these sites to ensure that I wouldn't experience the same thing that happened to them.

I would choose a short name and something relatively easy to remember, although I am no expert by any means. I've been thinking of building a site myself, but the problem that I am running into is which host would be the best?
